Recent legislation in 2007 has changed the licensing requirements for persons operating a motor boat with a motor of 10 horsepower or greater in Virginia on public waterways.
By July 1, 2009 any persons under the age of 20 who operate a PWC will be required to complete a NASBLA approved Boating Safety Course.

In addition to websites such as BoatUS.com that offer online Boating Safety Courses, there are a number of resources available locally that offer classes, (usually free or only charge for materials).
Coast Guard Auxiliary Flotillas and the United States Power Squadrons offer approved Boating Safety courses such as the Boat Virginia course (sponsored by the Virginia Department of Game & Inland Fisheries) as well as About Boating Safely (ABS) - Check the following links for descriptions of these courses.
The biggest advantage of taking a local Boating Course rather than an online course is the opportunity to ask the Instructors questions (many of whom are seasoned boaters in your area.
